Is there any way to prevent editing of the base template by editors? Currently it looks like EditorA, who manages SiteA only, can change any field in the base template, and this change impacts on SiteB, C etc.

You’re correct: “editor” level users have permission to edit all the templates.
“Author” users can only edit templates they create. A module could alter the ACL and take that permission away from editors, but it’s slightly beyond the scope of just pasting in a forum post.
One thing to note: in general, edits to templates don’t affect existing resources (more accurately the data in those resources, as things like editing alternate labels will take effect).
