Plugin that allows roles per collection

I saw this topic User Roles on a Per Collection Basis and i was wondering where should i start to develop such plugin.

To develop a module, you may first read the developer doc, of course, and use a basic module as a base, and check how roles are managed in the Omeka acl (it’s pure Zend 3).
