From looking over the documentation, it seems like the latest version of Omeka supports PHP 8.2 as the highest version of PHP you can upgrade to. Is this correct?

8.3 would be the latest. There isn’t a release that specifically calls out 8.3 support, just because 8.3 didn’t really add any new incompatibilities that we needed to account for.
8.4 will be supported by the next release, for which I don’t currently have a solid release date.
