Changing items to item sets

Hello,

I have a case in which we have item sets containing items. Our Problem is that now we need a deeper hierarchy. I would like to change items to item sets and the original item sets should be transformed into parent item sets (vie item sets tree?). My question is how can I bulk change Items to Item Sets and the original item sets to parent item sets?
