Can't click reset password button

Hi, on one of our new instances, we’re having inconsistent issues with the password reset functionality. In particular, while the email gets sent, the button on the resultant form to actually reset the password (activate) is not clickable. Nothing appears in the developer console, so it’s not a page error. This is a bit of a weird one that I don’t know how to go about troubleshooting. Anyone have ideas?
