Can't Access Admin area to Deactivate Plugins

I am upgrading from 2.6.1 to 3.03. First step is to deactivate plugins using the admin panel. I cannot access the admin panel because of dbf compatability issue (which is why I am upgrading). Error: Variable ‘sql_mode’ can’t be set to the value of ‘NO_AUTO_CREATE_USER’.

I have CSS Editor, DocsViewer, Dropbox, ItemOrder, and Reports to deactivate and move to the new install. Can I modify db.ini to allow access to the admin area or modify another file to deactivate the plugins? Otherwise, I just proceed and copy over the plugins and take my chances??

You should be fine to proceed without deactivating the plugins first.
