Is there a way to display every items with the same tag by tag id and not by tag name (ex. http://bibnum/items/browse?tags=tag_name), name which could change ?

The tag filtering only supports filtering by tag names, not IDs.
Tag names typically don’t change often so we don’t generally see much interest in something like that.
