Public site is unavailable until the upgrade completes

After completing the install of Omeka Classic 2.6.1 in Ubuntu 16.04, I run the public site and gave me this message:

Public site is unavailable until the upgrade completes.

Note: The installation does not provide the script to create the table ‘schema_migrations’. It generates an error when executing since the table does not exist. I have created but now I get the previous error…

Any help will be appreciated!!
