For an archival collection for which my primary interest is the theme and proper noun references of the 4,000 or so documents (~200-1,000 words each), is TEI necessary or would the metadata and tagging features in Omeka Classic suffice?

The answer to that depends upon whether you want to locate those proper nouns within the text. If so, TEI would be necessary. If not you could profitably set of a useful site with Item Type fields and a judicious deployment of the Simple Vocab and Search by Metadata plugins.

One good example of a documentary edition built with Classic is the Jane Addams Papers Project Digital Edition.
