I am using the latest version of Omeka and the DataScribe module, which says it works with Omeka versions 3.0 and above; however, this does not seem to be the case. Is this an error on my end, or are there plans for updating the module?

The version constraint ^3.0.0 doesn’t mean anything greater than 3, it just means any version of 3.x.x.
If you look at the Readme there is a beta version that bumps the version constraint, but isn’t fully tested:
