Create new user on Omeka S

I want to create a new user to access the Omeka S Dashboard. I have a populated base, however I can only access the login page.

But if I use an empty base, I can access the installation page normally and create a user.

As soon as there are users created I cannot create a new user.

Can you solve this situation? I need the information on the population base.

What do you mean when you say you can’t create a new user? You receive an error message? If so please share it, or screenshots or something similar of the problem occurring.
