Would it be possible to make a version of the admin side advanced-search form (or add an option to select on an existing form) to search only for files, based on file level dublin core input?

This is possible but not trivial.
All the data you need is in the database, but the code for doing “advanced” searches just doesn’t get applied for Files. A plugin could add the code to do that, but it wouldn’t be as easy as some other search-related changes people often want to make.
